Morrow County Five Year Capital Improvement Plan
From vision to investment: shaping the future of Morrow County.
Morrow County launched a planning initiative to strengthen long term infrastructure investment, improve financial forecasting, and support responsible stewardship of public resources. To advance this effort, the County selected Pinnacle Architecture to help lay the groundwork for a comprehensive Five-Year Capital Improvement Plan (CIP).
Purpose and Scope
The project focused on developing clear, data driven cost expectations and feasibility insights for a Commission approved list of potential capital projects. These projects address facility upgrades, equipment replacements, operational improvements, and community infrastructure needs across County departments. Working with ACC Cost Consultants and PARC funding specialists, Pinnacle developed baseline information and rough order of magnitude estimates to support strategic budgeting.
Collaborative Process
Listening and partnership guided the entire process. Pinnacle worked closely with the Capital Improvement Plan Advisory Committee (CIPAC), maintaining open dialogue to ensure alignment with County priorities. Meetings with CIPAC members, department heads, stakeholders, and PARC allowed the team to refine project definitions, validate assumptions, and build a shared understanding of needs and opportunities. This collaborative approach helped ensure accurate estimates and meaningful feasibility insights.
Plan Structure
The completed CIP is organized to be clear, practical, and easy to reference. An Executive Summary outlines the purpose of the plan and highlights all candidate projects within the five-year planning horizon. Detailed project listings by fiscal year describe each project’s need, status, next steps, anticipated funding sources, and funding recommendations. Annual cost summaries give County leaders a clear view of long-term financial commitments.
Outcome
The resulting CIP provides Morrow County with a dependable tool for strategic capital planning. It supports transparent decision making, strengthens forecasting capabilities, and guides investments that improve County services and positively impact the community for years to come.
