Healing the Community and a Positive Place to Work
Community Counseling Solutions (CCS) provides mental health and addiction services and treats development disabilities for the people of Morrow, Gilliam, Grant, and Wheeler Counties. They needed a new facility to serve dual purposes – a headquarters for the organization and a behavioral health clinic for the community. The client desired a place where people want to work and where visitors feel welcome and not intimidated.
The site was challenging – elevated five feet above grade for a 100-year floodplain and significant setbacks – resulting in a triangular building. The exterior includes a strong sense of arrival with striking columns and a unique walkway coined, “The journey to recovery” that also doubles as an ADA ramp (long due to steep grade).

The layout focuses on efficiency and adjacencies for staff to create a positive flow through the space. The welcoming lobby and large conference room for hosting classes and gatherings are peppered with positive quotes to inspire. The west wing includes a variety of therapy rooms – small rooms for one-on-one sessions that include two-way mirrors for observation capabilities and larger rooms for family sessions. A dedicated telemedicine room allows access to resources outside of eastern Oregon, and flexible offices provide space for visiting therapists.
The east wing is the headquarters of CCS which manages multiple programs and facilities in four eastern Oregon counties. Private offices, kitchen/breakroom, workout room, and conference room, all with an abundance of natural light, facilitates a great place to work.
The warm and natural materials combined with the human scale of the building provides a place for CCS to change lives and improve the mental health of their community.
