Central Oregon continues to see a growing houselessness population. In response, Housing Works partnered with NeighborImpact, Central Oregon FUSE, and Shepherd’s House Ministries to create Cleveland Commons, a 33‑unit Permanent Supportive Housing community in Bend—the first PSH in the region.
Unlike temporary housing models, Cleveland Commons offers long‑term, stable homes paired with on‑site medical, behavioral health, case management, and substance use recovery services. Research shows that secure housing combined with wraparound support leads to meaningful progress for individuals experiencing chronic homelessness.
Focused on creating a safe, welcoming environment for an underserved population, the design team incorporated trauma‑informed strategies throughout. Biophilic elements with eco‑patterned accents, intentional color‑based wayfinding, and murals by a local artist enrich interior and exterior community spaces.
